This button works two fold; the button sends an email to the applicant to inform him/her that you have reviewed the application and it gives the applicant a chance to withdraw from the application process.  If an applicant withdraws the system with highlight the applicant name with a bright yellow band across their name.  You now have an indication of applicants that are not available for further processing.
